About the Fiscal Bootcamp
Head Start East Fiscal Bootcamp
Head Start East is proud to present a two-day intensive Fiscal Bootcamp for Head Start and Early Head Start programs, led by nationally recognized fiscal expert and trainer Perry Davis. Whether you are new to Head Start fiscal management or navigating the wave of recent regulatory changes, this bootcamp will give you and your team the knowledge and tools to operate in full compliance with confidence.
Perry brings decades of real-world program experience alongside deep expertise in federal grant compliance. His approach is practical, grounded, and built for the people actually doing the work, not just reading the regulations.
This training is designed for fiscal staff, executive directors, program directors, board members, and policy council members who are responsible for the financial health and compliance of their Head Start award.
What you will cover over two days:
- Uniform Guidance (2 CFR Part 200) and the HHS Grants Policy Statement, including financial management systems, cost sharing, property management, procurement, and cost principles
- The new Internal Controls requirements issued for Head Start programs
- Fiscal requirements within the Head Start Performance Standards
- Cost allocation processes and strategy
- Federal Financial Reports including the SF-425 and SF-429
The bootcamp format is intentionally interactive. You will have time to ask questions, hear how other programs are approaching compliance, and leave with a clear picture of what your program needs to do.
CLASS Observation Certification
September 23–25, 2026 · Three-day certification track
Three-day intensive CLASS Pre-K Observation Certification training. Separate from the Professional Development Day — designed for attendees seeking certification. Only 17 seats available, first come, first served.

CLASS Pre-K Observation Certification
Only 17 seats are available and registration is first come, first served.
The cost is $1,400 per person and includes:
- The full three-day in-person CLASS Pre-K Observation Certification training
- Continental breakfast and lunch each day
- Access to the Thursday evening networking reception at the Turquoise Tiger lounge (drinks, appetizers, and karaoke with the full Head Start East Live conference group)
On Thursday, the certification cohort joins all conference attendees for a group lunch, so your staff gets to connect with educators, fiscal leaders, and program directors from a wide variety of programs.
